Justin Fulcher has spent more than a decade working inside institutions that punish mistakes and reward patience, first in healthcare technology and now in defense policy circles.

His entry point was RingMD, a telemedicine company he co-founded in 2013 at 21 years old. The platform connected patients across Asia with physicians who might otherwise have been unreachable, addressing a mismatch between fast-spreading mobile networks and slow-moving healthcare systems across the continent. Engineers under Fulcher designed the product around unreliable bandwidth and thin infrastructure, treating those constraints as the baseline rather than an obstacle to work around later on.

Forbes Asia recognized the effort in 2017, naming Fulcher to its 30 Under 30 list in the Healthcare & Science category. He has since stepped back from daily leadership, retaining only a board seat and a minority ownership stake in RingMD as the company has grown and matured under different management.

Moving Into Defense Policy

That same discipline carried into an unrelated field in early 2025, when Justin Fulcher accepted a role as Senior Advisor to the Secretary of Defense at the U.S. Department of Defense. His work there targeted acquisition reform, helping cut software procurement timelines that once ran for years down to months, alongside broader IT modernization efforts across the department and its many agencies.

Fulcher also joined senior officials on international dialogues in the Indo-Pacific, extending his institutional focus onto a global stage. In a LinkedIn post describing his approach, he wrote plainly: “Execution over narrative. Accountability over optics. Durability over speed.”

He has paired that fieldwork with formal study, completing a Middlebury Institute master’s degree in Nonproliferation and Terrorism Studies in 2023 and beginning a doctorate at Johns Hopkins SAIS. His current focus on rare-earth supply chains suggests the same instinct for unglamorous, consequential work will continue to define his career for years to come, wherever that work happens to take him next.
